Physical intercept policy, Flower Crown (evasion+intercept) relic?


Island 2 (Lust) has the option of choosing the Flowe Crown Uncommon relic, which gives +10 evasion and "increased chance to intercept physical".
In my experience however physical intercept is scaling only with physical armor, and sometimes to prevent type-advantage damage. Does this relic actually do anything to increase intercept, without increasing armor?

I would like to run a cunning based disciple who intercepts attacks, with not very high physical armor. But they never seem to intercept attacks because of low armor, even when running this evasion+intercept relic. It's a good idea for sure, but can you explain how its being currently implemented?
